THE ADMINISTRATION OF JUSTICE IN AREA GOVERNED BY AMAKHOSI TAKES CENTRE STAGE IN KZN COGTA AND UKZN PROGRAMME, SPEARHEADED BY FORMER CHIEF JUSTICE SANDILE NGCOBO

09 October 2025, Durban – The KwaZulu-Natal MEC for Cooperative Governance and Traditional Affairs, Reverend Thulasizwe Buthelezi, continues to lead from the front in strengthening the institution of traditional leadership through the groundbreaking Leadership and Good Governance Programme for Amakhosi.

This flagship initiative, a product of a strategic partnership between the KwaZulu-Natal Department of COGTA and the University of KwaZulu-Natal (UKZN), is currently in its sixth block session, with Amakhosi from across the province actively participating. The programme comprises seven intensive block sessions, with the final session scheduled for 17–21 November 2025.

The current session, taking place in Durban since Monday, focusing on Administration of Justice, marks a pivotal moment in the training journey. It equips Amakhosi with the legal knowledge and procedural competencies necessary to effectively manage governance and dispute resolution within their communities. This module is particularly timely, following the enactment of two significant legislative reforms in recent years that have redefined the role of traditional leadership in the administration of justice within South Africa’s constitutional democracy.

His Excellency, former Chief Justice Sandile Ngcobo is leading this week’s session, bringing unparalleled legal expertise and gravitas to the programme. His involvement ensures that Amakhosi receive first-hand insights into the application of justice that is both constitutionally sound and culturally resonant.

This initiative is about more than academic instruction — it is about empowering Amakhosi to be agents of change, custodians of justice, and champions of community development,” said MEC Buthelezi.
Since its inception, the programme has covered a wide range of critical modules, including:
• Good Governance
• Leadership in the African Context
• Natural Resource and Land Administration
• Community Development and Project Management
• Practical English
• Administration of Justice (current module)

MEC Buthelezi has consistently championed the professionalisation and empowerment of traditional leadership, recognising its vital role in fostering social cohesion, preserving cultural heritage, and driving rural development.

“This programme is a testament to our commitment to capacitate Amakhosi with the tools they need to lead effectively in a democratic dispensation. We are building a future where traditional leadership is not only respected but is also a key partner in governance and service delivery,” said MEC Buthelezi.

As the programme nears its final session, the Department remains steadfast in its mission to ensure that traditional leadership remains a credible, empowered, and integral part of KwaZulu-Natal’s governance landscape.
