Note to editors: Remarks by the KwaZulu-Natal MEC for the Department of Cooperative Governance and Traditional Affairs Nomusa Dube-Ncube on the occasssion of the Installation of Inkosi Dlamini-Fodo in the uMuziwabantu Local Municipality near the town of Harding. This event was presided over by his Majesty the King Goowdill Zwelithini kaBhekuzulu.

 

Ngibingelela ngokukhulu ukwethaba nokuzithoba ngokuthola lelithuba lapho khona singuhulumeni wesifundazwe salapha kwelakithi KwaZulu-Natali, siphelezele iSilo Samabandla emsebenzini waso wokugcoba ngokusemthethweni nangokwesiko inkosi yesizwe lapha emzini kaFodo namuhla.

Silo samaBandla Onke, silapha nje namuhla ngeke silibale ukuthi izwe lethu lisemanzini kulandela ukuwa kwenye yezinsika nengqalabutho yomzabalazo ehlonishwa umhlaba wonke ubab u-Ahmed Kathrada.  Ngicabanga Hlanga Lwezwe, ukuthi kubalulekile ukuthi sithi uma sizogubha sibungaza ukunyathela koNgangezwe Lakhe lapha KwaFodo, sigubhe impilo nomzabalazo walamaqhawe afana nobaba uKathrada, okuyiwona okwathi uma umkhonto owawusetshenziswa ngamaqhawe eholwa yiziNgonyama ezingoBaba noKhokho bakho Silo uwa, awucosha aqhubeka alwa impi yokukhulula lelilizwe okungukuthi umzabalazo wamakhosi nezizwe wokubuyisa izwe kubaninilo awufinyelelisa esiphethweni.  Sithi ndlelanhle kulamaqhawe akulwile ukulwa okuhle.

Mphakathi nesizwe sonke kungumsebenzi esinentshisekelo ngawo kakhulu lona nina beSilo ukuba imisebenzi kanye nemicimbi namasiko okuthinta ezomdabu, sikunikeze isithunzi esifanelekile, ngenxa yokuthi phela ezomdabu nobukhosi bethu bomdabu bonkana buyisisekelo kanye nomgogodla wethu njengesizwe samaZulu kanye nama Afrika nje ewonkana.

Futhi ke iqiniso wukuthi ngisho nezizwe zamazwe angaphandle angewona awase Afrika nazo zinabo ubukhosi bazo.

Ama Shayina anomlando wobukhosi bomdabu, kanjalo nama Japhani, ama French, amaNgisi njalo njalo.

Bese kuya ngokuthike kulelozwe nalelozwe, izakhamizi zivumelene ngokububeka kuliphi izinga ubuholi bomdabu kanye nezinto eziphathelene namasiko.

Nakuba sazi ukuthi sivumelene lapha eNingizimu Afrika ukuba sibuswe ngaphansi kohlelo lwentando yeningi, kepha nokho siphinde futhi sama saqina egameni lokuthi nakuba izwe lizoholwa ngoMongameli kanye noNdunankulu abavotelwayo ngaphansi kwentando yabantu – kepha angeke sazikhohlisa sithi ubuholi bomdabu abusenayo indima njengomgogodla wethu thina bantu abansundu.

Siyakholwa wukuthi – uma singase silahle ubuholi bomdabu, kusukela ezingeni lezinduna zezinsizwa namagoso ezintombi, kuya ezinduneni zezigodi, amakhosi ezizwe kuze kufike kwinhloko yethu Ongangezwe Lakhe njengoba simphelezele nje namuhla – ngalokho nina boHlanga singabe sesizigwaze ngowethu isibili.

Angithi phela nabamhlophe bathe uma befika kuleli, besazithobile wena owabona inyoka igodole, bezishaya abacela ukuphumula nje badlule baye eMpumalanga beyofuna izinongo zokudla, bahamba bahamba babona ukuthi leli lakithi linothe kakhulu.  Kodwa futhi babona ukuthi akulula ukuba balidle kalula ngoba lababantu abalakhele bayimbumba ngaphansi kobuholi bamakhosi kanye namasiko abo.

Babe sebeqhamuka neqhinga lokuthi basihlakaze basidunge, bacekele phansi ubukhosi bethu.

Ngikhuluma nje namuhla, sehla senyuka singuhulumeni sihambela izizwe ezehlukahlukene ngenhloso yokuba silungise umonakalo omningi odalwe ngamaNgisi ngesikhathi edunga isizwe sikaZulu, eziqokela ngokwawo ukuthi lomhlaba afuna ukuba ubuswe ngaphansi kukabani, ukuze njalo kufezeke izinhloso zawo zokuqhwaga leli lobabamkhulu.

Ngomusa kaNkulunkulu esimkhonzayo, nesijabulela futhi ukuthi sibuswa yiSilo esimesabayo futhi esimazisayo uNkulunkulu – sibe sesikwazi ukuthi sibe nomzabalazo wokulwela inkululeko yalelizwe, nokube wumzabalazo ogcine uzale lenkululeko esesinayo kusukela ngonyaka ka 1994.  Nokuyinkululeko futhi esinikeze amandla okuba sibeke umthetho-sisekelo okwenza kube yimpoqo ukuba kuhlonishwe futhi kunikezwe isithunzi ubuholi bomdabu kanye namasiko ethu esintu.

 

Silapha nje namuhla yingenxa yawo lomthetho-sisekelo, nothe wabe usuzala umthetho kazwelonke iTraditional Leadership and Governance Framework Act ephasiswe ngonyaka ka 2003.

Lomthetho ukubeka kucace ukuthi kungukwephula umthetho ukungaqhamuki nezinhlelo zokubuyisa isithunzi samakhosi kanye nokuvikela indima yamakhosi ekuthuthukisweni kwemiphakathi.

Kube sekubhekwa futhi ukuthi izifundazwe ngazinye kuleli lakithi eNingizimu Afrika zinezimo zokuphila ezingafanani ncimishi, ngakho kuyomele ukusebenza kwalomthetho kazwelonke kubuye kuphundlwe ukuze kuhambisane nesifundazwe ngasinye.

Nebala kube sekuzaleka umthetho wesifundazwe sakithi lapha KwaZulu-Natali, nokuyi Traditional Leadership and Governance Act yona ephasiswe ngonyaka ka 2005, emveni kokuba kube nocubungulo olujulile lwezimo zobuholi bomdabu ezithinta lesisifundazwe sakithi.

Silapha namuhla ngelikhulu igunya elivikeleke emthethweni, ngenhloso yokuba lomgogodla wethu wobuholi bomdabu uqhubeke uthuthuke uye phambili ukuze kuthi lapho uhulumeni usebenza ezingeni lomasipala ukuthuthukisa imiphakathi, lowomsebenzi ube lula ngenhla yobumbano lobuholi boselwa kanye nabaholi abavotelwayo abangamakhansela.

Kwezinye izindawo kuyenzeka-ke ukuthi kube nezinselelo zokungaqini kahle kwamaxhama okuxhumana nokubambisana phakathi kobuholi bomdabu kanye namakhansela.

Nakuba lesisimo kungaseyona inselelo esabalele isifundazwe sonkana ngenxa yomsebenzi ebesilokhu siwenza njengomnyango sihlanganisa iminyango ehlukahlukene futhi silethe uqeqesho olunzulu, kepha lona kusengumsebenzi oqhubekayo.

Ivangeli esilishumayelayo emihlanganweni esibanayo sibandakanya amakhosi kanye namakhansela, yivangeli lokuhloniphana nokwamukelana ukuthi zombili lezizakhiwo zobuholi zisemthethweni futhi zikhona ngokwentando yabantu.  Futhi zombili ziyadingakala uma kungukuthi sifuna ukuyibona ngamehlo siphinde siyiphathe ngezandla intuthuko emakhaya ethu.

Umsebenzi wokuthuthukisa ezomdabu awupheleli nje kulona esingawo namuhla, kepha sinezinhlelo eziqhubekayo zokuba amakhosi acijiswe ngolwazi lwezokuhola ezikhathini zamanje lapho sekunentando yabantu kanye namalungelo ahambisana nayo.

Ngikhuluma nje amakhosi amaningi asefunde agogoda ohlweni lukahulumeni ngokubambisana nenyuvesi yaKwaZulu-Natali, lapho khona senzela ukuba amakhosi aqonde imithetho; akwazi ukusebenzisa ama computer kanye nama internet; akwazi futhi nokuqonda ukuthi uhulumeni nje uwonke usebenza kanjani kumele kulandelwe yiphi imigomo nemigudu nxashane kwethulwa izinhlelo zentuthuko.

Futhi sikwenza kube lula ukuba izakhiwo zamakhosi ngokwazo nje, zikwazi ukuba zisebenze ngokwezinhlelo zawo.  Ekuqaleni kwalenyanga nje sethule izimoto ezimbili ezintsha ceke, nokuyizinqola ezizokwenza kube lula ukuba uSihlalo weNdlu yobuholi bomdabu, iNkosi yaseMadungeni, kanye noSekela Sihlalo, iNkosi uMapholoba, bakwazi ukuhambela imihlango ebandakanya izindlu zobuholi bomdabu ngokwehlukana kwazo ngenhloso yokuba sibe wubumbano oluzokwazi ukushesha luyise isifundazwe sakithi ekusaseni elinenhlalakahle yabantu.

Amakhosi siyawalekelela ngezibonelelo zomakhalekhukhwini, kanti futhi ayaboneleleka ngezinyawo lapho khona kusuke kumele athathe uhambo lwemihlangano ebandakanya umsebenzi wesizwe.

Abanye bethu sebebonile ukuthi kuleminyakana nje edlulile, sesibe nohlelo lokwakha izinkantolo zamakhosi ngendlela ethe ukwehluka ukunaphambilini.

Thina kulohulumeni asikholelwa wukuthi umsebenzi wenkosi kumele uphelele ekuthetheni amacala kuphela.  Kepha sikholelwa wukuthi kumele inkosi nomkhandlu wayo bakwazi ukuba nendawo esebenza nemisebenzi yentuthuko ngokubambisana namakhansela.

Yingakho nje manje sesakha lokhu esikubiza ngama Traditional Administrative Centres, nawo futhi esiwakha ndawonye nezakhiwo zikahulumeni ohlelweni lwama Community Service Centres, nalapho kuba namahhovisi kanye nama boardroom okubamba imihlanango, esiyingini esisodwa nalapho kwakhiwe khona ama office ako Sassa, oHome Affairs, njalo njalo.

Lolu kusewuhlelo oluqhubekayo, ngakho okwamanje uzothola lezizikhungo seziphothuliwe, kanti kwezinye izindawo zisakhiwa.

Nokho nayo inkosi yesizwe esingayo namuhla, ngiyafisa Hlanga Lwamakhosi, Silo Sethu, ukuba ngigcizelele kuyona inkosi ukuthi ngokwesiqu sayo inomsebenzi omkhulu njengawo wonke amakhosi akithi esifundazweni.

Thina okwethu wukuba sidale isimo sokusebenza ukuba sibe lula, sinikeze izinsiza, futhi siqinise namaxhama okubambisana nokuxhumana kwizakhiwo zonkana.  Kodwa ekugcineni umsebeni uyokwenziwa yiyona inkosi uqobo ngokubambisana nesizwe kanye nomkhandlu wayo.

Bantu bakithi, siphila ezikhathini ezimanzonzo kakhulu, lapho khona lingasashoni ilanga kungazwakalanga isimo esihlasimulisa umzimba emakhaya ethu.

Sivuka sizwe kuthiwa sekuhlaselwe amalunga omndeni thizeni wonke kwavalwa ngehlahla; noma mhlawumbe sekuthunjwe usana luzelwe; noma sekudlwenguliwe, njalo njalo.

 

Ngeledlule nje khona lapha ngaphansi kukamasipala iHarding, kade kuvakashele ithimba longqongqoshe besifundazwe ngaphansi kohlelo luka Operation Sukuma Sakhe, nengikholwa wukuthi sonke manje sesiyazi ngaloluhlelo njengoba sekuyophela iminyaka ecela eshumini lusunguliwe, ngenhloso yokuba uhulumeni nemiphakathi ezingeni lamawadi kubanjiswane ukuze kufezekiswe izinjongo eziyishumi nambili eziphambili mayelana nokuthuthukiswa kwabantu.

Okuthe kwahlaluka-ke njengoba iKhabhinethi ibihambele lendawo, kube yizinga lobugebengu obuhambisana nokusetshenizisw kwezidakamizwa, okubalulwe yinina mphakathi njengeseliphezulu ngokwesabisayo.

Elami ke lithi ubuholi bakithi bomdabu busethubeni elikhulu, njengoba noNdunankulu weSifundazwe ubaba uMacingwane, ekubalulile lokhu enkulumweni yakhe yesimo sesifundazwe, ukuba kube yiwo amakhosi nezinduna namaphoyisa enkosi ababonakala beyibambe phambili lempi yokuba kuqedwe lesisihlava sokuphelelwa ngubuntu kubantu bakithi.

Ukuba sonke besingamakholwa, bengizoqinisa kakhulu ngasohlangothini lweZwi likaNkulunkulu. Ngoba phela ezwini likaNkulunkulu yilapho kutholakala khona zonke izimpendulo namacebo okuphila nokuphilisanan ngokuthula nangothando.

Kodwa ngoba asikholelwa sonke eBhayibhelini, ngizothanda ukukhumba isizwe nabona bonke nje abantu bakithi abamnyama ukuthi kusukela emandulo, ngisho inkolo ingakafiki, thina besiyisizwe esiyazisayo inhlonipho futhi esinozwelo komunye nomunye.

Ingane incane ibikhuliswa ngaphansi kwesisekelo senhlonipho, ifundiswe ukubingelela nokuthobeka.

Ngiyafisa nkosi yesizwe namakhosi onke esifundazweni sakithi nasezinduneni, ukuba ngihlabe ikhwelo lokuba sibuyele kokwakithi, sifundise abantwana bethu ngothando nenhlonipho.

Siyazi ukuthi isiminingi imimoya esivunguza ezweni, kanti nezimfundiso seziningi, nokubandakanya izimfundiso ezimbi zobumnyama ezifika kubantwana bethu ngezindlela eziningi, ezinye zazo esingeke sakwazi ukuzinqanda ngenxa yokuthi siphila esikhathini lapho khona sekwaba nezindlela zokuxhumana ezishesha ngaphezu kwesivinini somoya, njengomabonakude nama social network o-facebook no twitter no Instagram njalo njalo. Ngakho-ke ulwazi oluhle lubhebhetheka ngokufana nemfundiso-ze.  Futhi akulula ukugxambukela kwazise siphila esikhathini samalungelo avikelekile kumthetho-sisekelo wethu esiwuhloniphayo.

Kepha ngiyakholwa wukuthi ubuncono singabubona nxa kuphela singavuka siyibambe, ngingasasho ibutho uVukayibambe, okuyibutho leSilo uDinuzulu kaCetshwayo.

Ngempela singakwazi ukuqhamuka namacebo ngokubambisana, okuthi singaluvuselela kanjani usikompilo lokwesaba ihlazo kubantu bakithi.

Bese kuthi-ke lapho khona singeke sisalungisa khona, masibambisane phela ekuthenini izigebengu zibikwe kwabomthetho zifakwe ozankosi, zivalelwe etilongweni.

Akumele nje esizweni salapha kwaFodo, siphile nje kube sengathi konke kuhamba ngononina, ekubenini sazi ukuthi phakathi kwethu kukhona abashushumbisa isidakamizwa iwhoonga ezinganeni zethu. Sithule nje sisonge izandla, sigwinye kushisa njengo Gwinyitshe.

Kanti ama ward committee enzani?  Kanti ikhansela nomkhandlu wenkosi kwenziwani bakwethu, uma kungeke kwahlanganwa kubizwe amaphoyisa kukhonjwe ngenjumbane lapho khona kunomthombo wobunswelaboya?

Indawo yalapha kwaFodo idume kahle bakwethu; njengesizwe nisemathubeni okudlondlobala ngisho nakwezokuvakasha njengoba ninayo ngisho ne Cultural Village esethubeni nelokuthi ikhule ihehe izivakashi eziningi ezivela kuleli kanye nasemazweni angaphandle. Ezokuvakasha sezibalulwe njengeminye yezindlela ezinqala esingakhulisa ngazo umnotho wethu kuleli.

Kodwa konke siyokwenza ngokuba sibambisane ngakuzona zonke izinhlaka zempilo.

Angeke ngiyikhulume-ke nje eyokuziphatha ngendlela kwethu thina baholi.  Nanoma kuphi uma inhloko yekhaya ilahlekile, kanjalo futhi nekhaya lonke liyovele lidunguze ontwini ngokunjalo.

Ngakho nkosi yesizwe sinethemba elikhulu futhi sizohlala ngokukukhulekisa ukuba ukwazi ukuhola isizwe sokhokho bakho ngobuqotho, ngenhlonipho nangobuhlakani obuhambisana nothando kubantu.

Sifunde bakwethu emakhosini asandulela afana namakhosi afana noDavide kanye nendodana yakhe uSolomoni, abadume njengamakhosi akhombisa ubuhlakani obuhambisana kakhulu nokwesaba uNkulunkulu.

Nakuba zaba khona iziwombe lapho khona bashelele baphambuka ezimisweni zikaNkulunkulu, kepha siyababona bezisola ngomkhuleko bebuya bezithoba kuMdala weZinsuku.

Nasi neSilo sethu phambi kwethu, singumholi ongubaba wesizwe omazisayo kakhulu uNkulunkulu. Akusingabazi nokuthi uJehova umbusise ngesipho esingandelenkosi, sokuba alibuse iminyaka eminingi ukwedlula wonke amakhosi emlandweni wesizwe sikaZulu. Hlanga Lomhlabathi!

Ngaleyondlela Nkosi yesizwe sikaFodo nawe ngokuthanda abantu bakho, ubahloniphe uzihloniphe nawe, ngempela uyokwazi ukuba yisibonelo esihle esizweni, kanjalo kuzaleke imindeni nayo esiyozala izizukulwane ezigqame ngenhlonipho, isizotha nobumbano.

KZN Cogta MEC decries manipulators as electoral court delays phongolo by-election

KZN MEC for Cooperative Governance and Traditional Affairs (Cogta) Nomusa Dube-Ncube has expressed disappointment that there are still individuals who wish to manipulate municipal by-elections as the Electoral Court rules to delay a Phongolo by-election until the local voters’ roll has been rectified.

MEC Nomusa Dube-Ncube has had to postpone and approve new date for the by-election that was scheduled to take place in ward 7 of uPhongolo Municipality in Northern KwaZulu-Natal.  The electoral court resolved to allow the Independent Electoral Commission to request the MEC to allow a new date due to discrepancies arising from the voters roll.

The case regarding the upcoming by-election in ward 7 of Phongolo local municipality was initiated by the ANC whose representatives had questioned the regularity of the voters’ roll, particularly in light of last year’s ConCourt ruling that all eligible voters must furnish an identifiable address upon registration.

It appears that the voter’s roll has over 300 voters who cannot be positively verified as per the Constitutional Court judgement.

“We want to strongly condemn what appears to be an emerging practice by some individuals and political parties who resort to all forms of illegalities in order to fraudulently win the by-elections in the province.  It is unfortunate that in this day and age there are still people who think they can win municipal by-elections by stealth. We are nevertheless pleased that the Electoral Court has stepped in at Phongolo and ordered the voters’ roll in ward 7 to be re-examined and rectified,” said Dube-Ncube.

“We cannot have a voter’s roll where non-eligible voters who do not reside in ward 7 would have been allowed to cast their ballots for the local ward councillor. This would have been tantamount to electoral fraud,” said Dube-Ncube.

“The time has come to investigate and expose all those enemies of our constitution and democracy who are hell-bent on subverting the will of the people through fraudulent means.   We appeal to the communities to come forward with information as this corrupt practice is putting a stain on our credible and revered electoral systems” added Dube-Ncube

“We want to see municipalities that derive their mandate from the popular vote. This in itself ensures that such municipalities are accountable to their constituents. No one wants to live under a municipal council whose very democratic legitimacy is being questioned,” said Dube-Ncube.

KZN Cogta’s role is to mobilise the public for municipal elections and by-elections on a strictly apolitical basis to enhance the legitimacy of local government institutions in the eyes of those whom municipalities are supposed to serve. The management of the elections and the common voters’ roll is a function of the Independent Electoral Commission.

Thousands welcome restoration of ubukhosi to Dube clan in Richardsbay

KZN MEC for Cooperative Governance and Traditional Affairs (Cogta) Nomusa Dube-Ncube today presided over an imbizo which saw some 3000 people from the Dube clan gather to welcome the appointment of Inkosi Mfanazonke Dube as the rightful traditional leader within the Dube clan of the uMhlathuze local municipality.

This imbizo came after a visit by MEC Dube-Ncube to the family in January when she informed the Dubes about the recommendations made by the Commission for Traditional Leadership Disputes and Claims presided over by Judge Nhleko. The recommendations made in 2015 stipulated that ubukhosi be returned to the rightful house, as it had been wrongfully given to an incorrect one following the death of Inkosi of this clan in 1975.

According to Dube-Ncube, the Nhlapho Commission that made these recommendations carefully weighed all evidence presented to it and looked into the customs of the Dube clan and accordingly made the recommendations presented to the traditional community today.

“As government, our gathering with this community is to ensure that these recommendations are communicated clearly so that there can be stability within this community since disputes of this nature tend to tear apart communities and end up hindering the provision of services to communities. Our gathering today marks a turning point since these recommendations made by the Commission are binding and we now have to accept them and focus on working together to ensure that we build a better future together,” said Dube-Ncube.

In his address to his traditional community, Inkosi Dube called upon everyone to work together for unity and peace as there is much work that needs to be done for the community to progress to the desired level in terms of provision of service delivery.

Speech: MEC Dube-Ncube at Dube clan Imbizo

Note to editors: The following remarks were delivered by the MEC for Cooperative Governance and Traditional Affairs in KwaZulu-Natal Nomusa Dube-Ncube at an Imbizo called by government for the Dube clan in the Mhlathuze Local MunicipalityThis Imbizo was to give community members feedback on the restoration of uBukhosi to correct house within the Dube royal family in line with the recommendations of the Commission on Traditional Leadership Disputes and Claims. 

Mphathi wohlelo namuhla wusuku oluyingqophamlando lapha esizweni saKwaDube. Silapha ngokuhlanganyela sizophenya isahluko esisha emlandweni wesizwe sakwaDube namaphethelo.

Engathi phela silapha nina beNkosi ukuzonethulela umbiko njengesizwe nezizwe ezingomakhelwane, ngokuthe kwahlaluka kulandela uphenyo olunzulu mayelana nesihlalo sobukhosi besizwe salapha kwaDube.

Siyazi ukuthi iningi lenu sekunesikhathi eside nidunguza ebumnyameni, ningazi ukuthi ngempela ngakube iyozala nkomoni, njengoba bekukhona ukungaboni ngasolinye komkhulu, ngokuthi ngakube ubani okufanele ngempela ahlale esihlalweni sobukhosi.

uHulumeni wethu, ungowabantu ukholelwa kakhulu ekutheni uma ngabe isakhiwo sobuholi bomdabu sintengantenga, soze lesiFundazwe sakwazi ukuthi siphuthumise izinhlelo zentuthuko ezindaweni ezakhele AmaKhosi.

Ningofakazi futhi ekutheni  izindawo zamaKhosi eminyakeni eminingi engabaleki, bezilokhu zishiywa ngemumva kungakho namunye uHulumeni obuzikhathalele ukuthi nazo zihlomule ezinhlelweni zentuthuko. Ukwenza isibonelo nje, loHulumeni wethu ukubeke eqhulwini ukuthi izinhlelo zika gesi, amanzi nokuthuthwa kwendle zinabele nasemakhaya. Namuhla uma uhamba ebususku ezindaweni zamaKhosi ungafunga ukuthi uhamba edolobheni kulandela ukuqhakaza kukakagesi. Ngiyazi ukuthi ngendlela lentuthuko esixhaphakele ngayo sesiyithatha kalula, sikhohliwe ukuthi emakhaya kwakuthi uma kuhwalala kube kuhwalele sekuyoze kuphumuze ilanga uma kusa.

Ngakho besikhathazeke kakhulu ngesimo salapha esizweni sakwaDube kodwa senza konke okusemandleni siholwa yiSilo-saMabandla Onke, nokuyisona ebesihlala njalo sibuza ukuthi loludaba ngabe selukuphi. Sikushayele elikhulu ihlombe ukuthi cha ngempela ekugcineni sesize safinyelela esiphethweni ngaloludaba.

Nina bohlanga, silapha nje kulandela ukuthi sibe nomhlangano nomndeni ezinyangeni ezendlule, nokuyilapha khona sawazisa ngesinqumo ikomidi elibhekele ukuxazulula lapho kunezinkinga khona ngesihlalo sobukhosi  elafinyelela kuso, nokwathi kamumva leso sinqumo sase sethulwa ezithebeni seKhabinethi yoHulumeni wesiFundazwe, kwase kuthi mina ngajutshwa iKhabhinethi ukuthi ngibikele Ongangezwe- lakhe ngalesinqumo.

 

Angifuni ukugxila kakhulu ngomnyombo walomdonsiswano mayelana nesihlalo sobukhosi besizwe. Ngikusho lokhu ngoba phela thina maZulu noma thina esikhulele ngaphansi kwamaKhosi izindaba zakomkhulu azikhulunywa isinoma ikanjani, nakuba inhloso kungasikho ukuthi khona okufihlwayo, kodwa ngokwesiko lethu, izindaba zakomkhulu, ziyahlonishwa.

Kodwa kafuphi, Kuzokhumbuleka ukuthi  kulandela ukukhothama ngo 1973 kweNkosi yalesizwe endala  kwabe sekubheduka ukudonsisana koNdlunkulu beNkosi. Kwaphetha ngokuthi kube nophenyo olwenziwa ikhomishana thizeni neyayalela umndeni ukuthi unikeze uholo ngalokhu. Wabe futhi esenza yonke into eyisiko lalapha ekhaya nokwakuwubufakazi obuqanda ikhanda ukuthi ngempela uyena qobo okufanele ahole isizwe kodwa akwangaba njalo.

Bakwethu, angisho ukuthi ikhomishana ebiphenya ngalokhu yathola ukuthi ngempela kufanele INkosi  uMbongiseni Mfanazonke Dube kube iyona ehlala esihlalweni ihole isizwe. Lokhu kwenzeka nje ngoba uyise ozala iNkosi, uElijah, sewadlula kulomhlaba.

Angidlule ekutheni  uHulumeni akukho kwenzelela akwenzile lapha kodwa ulandele umthetho kwenziwa uphenyo olunzulu lwenziwa abantu abakulungele lokho futhi abazimele, beholwa nabo isiko mpilo lesizwe sakwaDube.

  • Sizobheka futhi nenhlalakahle yeNkosi nokuzothi uma kuphoqa yakhelwe iHlalankosi.
  • Njengawo wonke amaKhosi, iNkosi kuzolindeleka ukuthi ihlomule ezinhlelweni zomnyango sokuthuthukisa ulwazi emaKhosini ukuze akwazi okuhola izizwe zawo.

Konke lokhu kufakazela ngokusobala ukuthi uHulumeni wethu usebenza ngokungaphezi ukubuyisa isithunzi sabaholi bomdabu. Sikwenza lokhu kungasondele khetho kodwa sithunywa nje qha intshisekelo yokuthi uma sishiya amaKhosi ngemumva, siyisiFundazwe asisoze saphumela ekuthuthukiseni izimpilo zabantu bakithi, ikakhulukazi labo abakhele izindawo zamaKhosi. Siyaphinda futhi siyakhuleka emaKhosini ukuthi aqhubeke nokusihola, lapho sishayise khona awasiqondise ngoba phela thina sifana nezingane zawso amaKhosi okufanele aphuthumise izinhlelo zentuthuko ezindaweni zawo, ilokho asithume kona.

Mphathi wohlelo kuleliqophelo angithathe lelithuba ngibonge emndenini wakomkhulu ngokusinika indlebe, nokusebenzisana nathi kulungiswa udaba lwalapha ekhaya. Angifisele isizwe sonke inhlanhla kuyaphambili, ngicele futhi esizweni ukuthi iNkosi ihlonishwe bakwethu futhi siyilekelele kuyo yonke imisebenzi yayo yokuthuthukisa isizwe. Ngoba ngaphandle kokuthi sisebenzisane nayo, lesizwe asisoze saqhubekela phambili.

BoNzwakele nesizwe sonke, siyazi ke kulendawo ukuthi kuyaye kubuye kube nakho ukushuba kwezimo okuze kudale ukwesabela kwezokuphepha endaweni. Siyanxusa kakhulu ukuthi bonke abantu bazithibe balandele konke osekwenzeke ngokuyalela komthetho. Onganelisekile ngalokhu unelungelo lokuthatha ubada aluse enkantolo, kunokugovuza abantu. Ngithanda ukudlusa ukubonga kwami egameni likaHulumeni, kubaba uSeletshe Dube, okunguye obekade ebambile kulesisikhundla, ngokusiphatha kahle isihlalo sakubo aziphathe kahle izindaba zesizwe. Sithi sibonga asiphezi, Nzwakele, Nyamazane, ngeqhaza olibambile kuleminyaka emibili edlulile. Siyethemba uzoqhubeka nokweseka iNkosi entsha esihlalweni kuzo zonke izinhlelo zokusebenza eziqhubekayo kuyimanje esizweni.

Media Invite: Thousands gather for feedback on restoration of ubukhosi of Dube clan

KZN MEC for Cooperative Governance and Traditional Affairs (Cogta) Nomusa Dube-Ncube will tomorrow be convening a historic imbizo with the Dube clan in the King Cetshwayo district municipality where she will give feedback on the restoration of ubukhosi for this clan.

This historic gathering is part of efforts by the provincial government to restore the dignity of the revered institution of traditional leadership in KZN. “Our history is littered with many injustices and as a government we are doing all that we can to address the injustices of the past,” said Dube-Ncube.

Members of the media are invited to attend and report on this event.

World Water Day Summit Speech by MEC Dube-Ncube on day 2

Note to Editors: the following remarks were delivered by the MEC for the Department of Cooperative Goverance and Traditional Affairs in the Province of KwaZulu-Natal at the World Water Day Summit held at the Durban ICC, This event was attended by the Minister for Water and Sanitation Nomvula Mokonyane and various officials from the United Nations

It is with great humility that I have the opportunity to address you at this very important occasion, as we enter the second day of our World Water Day celebrations, which included the Global Launch yesterday by His Excellency President Jacob Zuma, of the UN World Water Development Report 2017 whose theme is “Wastewater: The Untapped Resource”.

Hosting this global water dialogue in South Africa pertinent for a number of reasons including among others, South Africa’s celebration of Human Rights month, where we reflect on the progress we are making in realizing the rights of all our citizens including the right to water and sanitation as enshrined in Chapter 2 of the bill of rights in the South African constitution.

Furthermore, we all recall, the United Nations General Assembly in 2010 passed a resolution recognizing the human right to water and sanitation and acknowledged that clean drinking water and sanitation are essential to the realization of all human rights.  Therefore, this gathering is in line with efforts to deliver on Sustainable Development Goal number 6  target on improving and halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally.

Programme Director, we believe that there is value in tapping on wastewater as this can result in widening the water mix in the midst of dwindling fresh water in a water scarce country like South Africa.  Increasing water mix is nolonger an option but a socio economic imperative that can transform economies of the developing world and reposition the waterwaste industry to play a pivotal role increasing the much needed jobs.

The summit underscores the importance of cooperation among all key stakeholders when it comes to issues such as scarcity of water, climate change and, most crucially in the context of this summit, the reuse of waste water.  The summit is an example of our smooth running intergovernmental relations. As co-organisers, we at KZN Department of Cooperative Governance and Traditional Affairs have worked closely with the national Department of Water and Sanitation to make this summit a great success. The multitude of speakers and the scope of their contributions testify to this.

Programme Director, Pursuit of a sustained supply of potable water to every citizen of our Province, at optimal efficiency and with maximum cost benefit, is a collective effort between all the role-players in the water and sanitation sector.

Large parts of our country, and KwaZulu-Natal in particular, remain in the grips of the most severe drought. The costs, in social and economic terms, have still to be counted.  This challenge brought the necessity of harnessing all available resources and the need for innovation into sharp and immediate focus.

We are indeed blessed, in KwaZulu-Natal, with brilliant minds, unwavering passion and, in particular, excellent relationships between a range of contributors in the water sector. Our three spheres of government primarily the Department of Water and Sanitation, our Provincial Government, Municipalities, Traditional Leaders,  our Water Boards and our Water Service Authorities have been working closely together for many years. The bonds and co-operation have strengthened all stakeholders pulled together to manage and contain the ravages of water shortages.

In place, we have formal institutional structures, like the Premiers’ Co-ordinating Forum, our Provincial Water and Energy Forum, our Action Working Group 14, which deals with water services and energy, regular engagements with municipalities which are Water Services Authorities and our various district IGR for a have seen us successfully implementing a number of programmes, utilizing both conventional and more innovative methodologies, to secure water provision when the resource have been so very scarce.

As the provincial government, we have worked tirelessly to channel targeted funding from the national government to the most drought affected municipalities. Intergovernmental relations have also been key to the success of our multi-pronged approach to drought relief which has included both short- and long-term measures as well as large-scale efforts to boost our future water supplies through borehole drilling, desalination plants, mobile package treatment plants, water tankers and bulk water storage facilities.

We have similarly worked with our municipalities in running targeted awareness campaigns to educate our public about the impact of the current drought and water conservation approaches. I am pleased to report that these campaigns have created a mutual understanding and general acceptance of the need to save water through water restrictions imposed by individual municipalities. During the site tour visits tomorrow you will get to see some of the projects that we are jointly implementing and are practical examples of a partnership at work between our various spheres of government and water services authorities.

It is pertinent to note that women and children are often the most vulnerable when we fail in the area of water security and improved sanitation.  There is a greater need to increase  our efforts in improving water security and sanitation, and this will in turn improve the right and  health of our women and our children – “”Our young generation to come  .

We have as a country set for ourselves targets for ensuring universal access to water and dignified sanitation and we are making huge strides.

This World Water Day Summit will likely reveal that effective and efficient policies and sustainable solutions for our increasing difficulty of providing enough water to meet our society’s needs will involve cooperation, innovation and common understanding of the challenges at hand. As a country we constantly remind ourselves that whilst each sphere of government has discrete responsibilities, we share one common vision. In our system of cooperative governance there are inter-linkages between policy making and resource allocation where cooperation gets tested to its limits. Our constitution makes certain functions concurrent – education, health, welfare, housing etc – to name a few.  We have learnt many valuable lessons in implementing our intergovernmental relations approach. The story of the practice of co-operative governance in South Africa will still be told but we remain humble about the unfinished business.

As we renew our collective commitments for water security and sanitation, we must understand that working together will remain our winning formula. Drawing implementation of the Millennium Development Goals articulated in the year 2000, Africa cannot allow a time lag before Member States, intergovernmental agencies and regional mechanisms, experts, and civil society business and citizen get into action regarding the implementation of the SDG goals.

I would like to encourage all of us to hold hands and ensure that we place water security and sanitation at the heart of all our actions.  Let us also commit to work with our partners and different institutions to strengthen the institutionalization of a harmonised monitoring and reporting system to report on actions taken to implement these commitments.

In conclusion, I applaud the AMCOW, UN Agencies, our various agencies in South Africa for working in collaboration in organizing this summit.

I thank Honourable Ministers for making arrangements to come to our Beautiful Rainbow Nation and especially for choosing this province and beautiful city of Durban for such a significant occasion. A special word of gratitude goes to our Minister Ms Nomvula Mokonyane, “the woman of action” with a midas touch,  she has led us on responding to the many water related questions with outstanding distinction and under her leadership we are moving closer and closer to turning what was considered a far-fetched dream to be a reality and that is reaching universal access to water and sanitation by various municipalities in South Africa.

We will be looking forward to your contributions as we work together and place our focus on supporting the achievement of Africa’s aspiration outlined in the Africa Water Vision 2025, Agenda 2063 and to attain water security and sanitation in the Continent of Africa.

Reports of two casualties of torrential rains in ugu

KZN Cogta’s disaster management teams have reported that as a result of the persistent rains that have occurred in the province over the past few days, a mother and a child drowned last night while crossing uMthamvuna River at Kwajali in the Ugu district.

“Our prayers are with the family and the community of the two victims and we would like to assure the public that our disaster management teams treat such tragedies humanely and with the utmost compassion,” said KZN MEC for Cogta Nomusa Dube-Ncube.

KZN Cogta has also reported that EMRS and SAPS’ Search and Rescue unit together with uMuziwabantu disaster management officials are currently at the scene of the reported drowning in Ugu in search for the missing bodies of the deceased mother and child.

“We would like to take this opportunity to reiterate our appeal to the public to take our weather warnings seriously and to cooperate with the authorities when disasters strike and our teams are deployed to provide emergency relief and assistance on the ground,” said Dube-Ncube.

Multi-million rand facility brings government services closer

The lives of Sizakele Mkhize (32) and her fellow neighbours in the rural village of Mombeni in the Mlalazi District will never be the same again. This after the KwaZulu-Natal department of Cooperative Governance and Traditional Affairs Nomusa Dube-Ncube officially opened the R7 Million Community Service Centre which has brought government services closer to this rural community.

The experience of Ms Mkhize and others in her community has been one of constantly travelling to the town of Eshowe which is 40KM away at a cost of R60 a return trip, in order to have access to government services like Home Affairs, SASSA and Dept of Labour.

When launching this much needed facility, Dube-Ncube emphasised governments’ commitment to unceasingly bring government services where people live.

“This facility is belongs to the community. We expect the communities to ensure that this facility is protected at all times as this infrastructure is for the public benefit and will go a long way to usher in a better life to communities that were neglected in the past. Our aim is to ensure that not even a single citizen of this province travels long distance in order to access government service. This centre is not the first one we have built many more in our province and we are proud of the strides that we have made to better the lives of our people with these community centres” said Dube-Ncube.

Dube-Ncube appealed to those who are still enduring travelling long distances to access government service to be patient as government is working very hard to fullfill its promises.

Siyazi-ke ukuthi kule wardi akhiwe amahholo amabili nesethemba ukuthi umphakathi wonke uyakwazi ukuthi ufinyelele kuwona uwasebenzise ngokulingana.  Siyanxusa ukuthi umphakathi usilekele ekutheni lezakhiwo ziphathiswe okwezikhali zamantungwa.

Sikuqonda kahle kamhlophe ukuthi  balinganiselwa ku 30 % nje kuphela abantu bakithi okumanje bano gesi kulendawo. Sikhathazekile kakhulu ngesibalo eziphezulu sabantu bakithi abangakabi nawo ugesi . Ingakho uHulumeni wethu ukuphakelwa kukagesi ukubeke eqhulwini. Sikhuluma nje isiFundazwe sonke singaphesu kuka 85% wabantu asebefakelwe ugesi. Lokhu kukhomba ngokusobala ukuthi nalapha kungekudala sobe sibheke ku 100%.  Lokhu sikuthatha njengomsebenzi omkhulu esiwenzile uma ubheka lapho siphuma khona siyisiFundazwe nokungahlukene nokuthi loHulumeni kwafanele ukuthi uqale phansi kwa A. Ngakho socela emphakathini ukuthi usibekezelele, asinikhohliwe neze-neze.

Mphathi wohlelo uhulumeni wethu usebenza kanzima ukuthi abantu bakithi bakwazi ukuziphilisa ngokuthi uqhamuke nezinhlelo eziningi zokuxosha indlala. Phakathi kwezinye u hlelo olwengamelwe umnyango wami I Commmunity Works Programe(CWP) okumanje esiFundazweni, selwakhe amathuba omsebenzi evile ku 50 000.  Ngikhuluma nje nale wardi ingezinye zezindawo ezihlomulile kuloluhlelo njengoba belinganiselwa ku 48 abantu bakithi asebekwazi ukuthi baxoshe ikati eziko ngaphansi kwaloluhlelo.  Yebo siyazi ukuthi baningi abantu bakithi abangasebenzi ingakho senza konke okusemandleni ukuthi wonke umuntu uyalithola ithuba ikakhulukazi labo okubonakalayo ukuthi ngampela isimo asisihle. Ngakho siyacela ukuthi lemisebenzi siyihloniphe, ngemali esiyitholayo, asizame ukuthi siqhamuke namasu azokwazi ukusiphilisa isikhathi eside. Angishoke ukuthi senza konke okusemandleni ukuthi loluhlelo silukhulise kuhlomule abantu abaningi. Sikwenza lokhu nakuba uHulumeni wethu engaphansi kwengcindezi enkulu yokungabibikho kwezimali.

Mphathi wohlelo isomiso sesishiye omkhulu umonakalo kulesiFunda sase Mkhanyakude. Kufe wena nkomo wena mbuzi konakala nokunye okuningi abantu bakithi abaziphilisa ngakho. Lokhu kube nomthelela omkhulu kakhulu ezinhlelweni zamanzi nani enizaziyo, uHulumeni wethu azama ngazo ukuthi kuso sonke lesiFunda umuntu nomuntu aphuze amanzi ahlanzekile. Nakuba kunjalo njengoHulumeni onakekelayo senze izaba zokuthi lapho amanzi engekho khona sithumele ama water tankers, saphinda futhi samba nama bore holes. Yebo siyazi ukuthi umphakathi awunelisekile ngelokuthi izimoto zamanzi zibuye zingafike kwesinye isikhathi, uthole ukuthi amaboreholes awasakhiqizi manzi. Kodwa senza uphenyo lapho amaboreholes engasebenzi khona sibambisene noMasipala wesiFunda, kungekudala ukhona umehluko enizowubona.

Mphathi wohlelo wohlelo ngingapbala siphelelwe isikhathi izinto uHulumeni asezenzile lapha esikhathi esincane ethathe izintambo zombuso. Namuhla-ke asizile lapha ukuzothula izinkulumo ezinde. Phela usuku lolu lakhona umphakathi kufanele ukhulume nathi njengezisebenzi zawo ukuthi ikuphi lakufanele siphuthume khona. Thina okwethu ukuthi silalele umphakathi okhala ngakho, ebese senza izaba zokuthi sikulungisa kanjani ngesivinini, iqhubeke impilo yabantu bakithi iye phambili. Kuleliqophelo angibonge ithuba enginikwe lona, ebese ngideda inkundla ukunika umphakathi ithuba lokuthi uzwakalise ilaka lawo.

Namhlanje-ke usuku olubaluluke kakhulu esiFundazweni sethu njengoba silapha siphelezela Ongangentaba-zakhe sizogubha ukubuya kwama Krwala osuthwini. Okukhulu kakhulu ukuthi zonke lezinsizwa ezisencane zibuye ziphila njengoba sazi ukuthi kwezinye izindawo lesi kuba isikhathi sokulila omama bekhala bekhalela amadodana abo aselele ubuthongo baphakade.

Ukubuya kwabo bephila bekungeke kwenzeke Bayede ukube bekungasibona ubuhlakani nobuholi   bakho obulokhu  busikhanyisela njalo ikakhulukazi ezintweni ezithinta imvelaphi yethu abanye bethu abanolwazi olufishane kuzo. Sithi-ke uqhubeke njalo Bayede usihole ungakhathali, simbonge futhi nonkulunkulu ngokuthi ulokhu eqhubekile njalo nokukupha  impilo ngoba yena uyazi ukuthi usemningi umsebenzi okusafanele uwenze esizweni sakho.

Sokhumbula sonke ukuthi ukuvuselelwa kwesiko lokusokwa kwethulwe ngokusemthethweni ngonyaka ka 2014 kwephezulu. Lapha uhulumeni wethu wawulandela umyalelo weMbube wokuthi libuye lelisiko esizweni samaZulu noma esifundazweni.

Isilo sagcizelela kakhulu ukuthi uma lelisiko livuselelwa, phakathi kokunye kofanele kube neqhaza elikhulu elibanjwa uMnyango wethu Wezempilo oholwa uDinangwe. Sizokhumbula futhi ukuthi Isilo besingeneme neze ngezigameko lakhona abanye baba ntwana bethu bengabuyi bephila ekwalukeni. INgonyama yakubeka ngokusobala ukuthi zonke izinhlaka emphakathini kufanele zisebenze ngokubambisana ukugwema lesihlava. Lokhu kumbandakanya nezakhiwo ezikhona emphakathini ezibhekele amasiko ukuqinisekisa ukuthi onke amakhwara eSilo abuya esadla anhlamvana futhi ephilile.

Unomthebe wethu wabe usuyalela ukuthi lomcimbi akube umcimbi waminyaka yonke. Nembala njengohulumeni olalelayo salisabela ikhwela Longangezwe-lakhe ngoba phela INgonyama yase ikhulumile futhi-ke akekho namunye ongenza okuphambane nezwi Lezul- eliphezulu. Ingakho-ke silapha namuhla siphume ngothi lwethu ukuzoguba lolusuku.

Phakathi kwethu-ke ngiyazi kukhona abazali nabo abazogubha nathi. Siyazi ikakhulukazi omama bebelala bengalele becabanga amadodana abo asohlelweni lokhishwa ebafaneni  angene ebudodeni. Yiwo lamadoda okuzothi emva kwalokhu akwazi ukubheka imindeni yawo ebese futhi ekwazi nokuthi afake isandla ekwakhiweni kwesizwe.

Lokhu ngikusho ngoba khathi abantwana belapha entabeni bafundiswa okuningi kakhulu abangeke bakufunda esikoleni. Bafundiswa phakathi kokunye ukuthi indoda yini, kulindelekeni kuyo kanti futhi kufanele iziphathe kanjani.  Bayafundiswa futhi ukuthi abantu besifazane nezingane kufanele zivikelwe yibo akungabi ibona abazihlukumezayo. Lemfundiso ibalululekile kakhulu ngoba siyabona ukuthi kumanje izwe lethu libhekene nenkulu inkinga yokuhlukumezwa kwezingane ngokunjalo nabesifazane emiphakathini yethu. Bahlukumezwa ubani njalo? Yibo belu abesilisa abathandana nabo, ababaganile kwezinye izikhathi ababazalayo noma abazalwa nabo.

Ingakho-ke njalo ngihlale ngikuthakasela kakhulu ukuba khona kweSilo phakathi kwethu ngoba sona ezikhathini ezininigi, sihlale siphambili kwethu ngokucabanga. Sisifundisile ukuthi akusizo kuphela izinto zasentshonalanga ezizoxazulula izinkinga zethu, kodwa kofanele sibuyele amasikweni ethu naba namagalelo amakhulu ukwakha isizwe.

Phambilini kuyiqiniso elingephikwe ukuthi zazingadlangile kangaka izigameko zokuhlumezwa kwezingane nabesifazane. Kunalokho abesifazane babehlonishwa kakhulu kungekho sinqumo esithathwayo ekhaya omama bekhaya bengazi. Langiqonde khona isekutheni uma beya ngokuya banda abantwana bethu abathamela lezizikole zolwaluko, nginethemba mina lokuthi isithunzi sethu njengabantu bengabadi, sizobuya.

Akesibheke nje futhi enye yezinto esasingayinakile sonke ukuthi ibe negalelo elingakanani lokubuyisa isimilo ezinganeni zethu zamantombazane. Lapha ngikhuluma ngomkhosi womhlanga nawo obanjwa minyaka nothanyelwa izinkulungawane zamatshitshi, nokuyilapho zifike zishiye khona umhlanga komkhulu ukufakazela ukuthi ziseyizintombi nto. Lomcimbi ukhula minyaka yonke okufakazela ukuthi  nabazali sebeyayibona lento Isilo esayibona kuqala. Phela futhi lapha akukho mtwana ophoqwayo kodwa iloyo naloyo mzali nengane bayazinqumela.

Kulomkhosi  izingane zethu ziyagqugquzeleka kakhulu ukuthi ziziphathe kahle ngendlela okuyaye kube kuhle ngayo uma abantwana bekulomcimbi. Umtwana oyile uye afise ukuya futhi nangomuso. Siyazi ukuthi abantwana bethu bayaye bahlolwe  nokubanikeza amathikithi okuthi baphathe umhlanga ngokukhulu ukuziqhenya bebheke Enyokeni, komkhulu. Konke lokhu kungenxa yoholo oluhle lweSilo sethu.

Omabili-ke lamasiko Isilo nohulumeni banethemba elikhulu ukuthi azosiza kakhulu ekutheni kuliwe nesifo senculaza, esazi sonke umonakalo esesiwenzile emiphakathini yethu.  Siyazi ukuthi kunocwaningo lokuthi abesilisa abasokiwe kunamathuba angu 60 wamapehesenti okuthi angasuleleki ileligciwane lesandulela ngculaza. Kodwa kofanele sikugcizelele ukuthi lokhu akusho ukuthi uma usokiwe ngeke wasuleleka ngaleli gciwane. Ozizwa ukuthi ufuna ukuyocansini akasebenzise amajazi omkhwenyana uhulumeni wethu lo onakekelayo awanikezela mahhala kuyo yonke imitholampilo ekhona kweleMbube.

Bayede lona-ke akusiwo umcimbi wami, kodwa umcimbi weSilo nokuyisona okufanele sikhulume nabantu baso mayelana nokubaluleka kwawo. Okwami bekuwukusika nje elijikayo Zul-eliphezulu.

Kodwake sengihlala phansi ngicela ukuthatha lelithuba ngibonge kakhulu ekomidini leNdlondlo elinegaleleo elikhulu lokuthi lomsebenzi esihlangene ngawo namuhla uhamba njengoba Isilo sifisa.

Sibonge ukusebenza ngokubambisana kwabezempilo ngokunjalo nabalaphi bethu bomdabu ukuthi abantwana bethu babuye bephephile futhi bephilile.

Ngibonge futhi kakhulu koNgqongqoshe bonke abaminyango yabo ibenegalelo elikhulu lokhuthi ukuvuselelwa kwaleli siko kube impumelelo. Ngampela besingeke sibe lapha  namuhla ukuzogubha ukubuya kwezingane zethu osuthwini.

Ngibonge futhi nakubazali ngokusethemba kwabo ngibangxenxe ukuthi baqaphele ngazozonke izikhathi ukuthi izingane azisiwa ezikoleni zokusoka ezingekho emthethweni noma ezingagunyaziwe uhulumeni. Ngikusho lokhu ngoba ezigamekweni eziningi zokudlula emhlabeni kwezingane zethu osuthwini, nokulahlekelwa ubudoda bazo, kuyatholakala ukuthi kwesinye isikhathi zisuke zisokwa abantu abangakulungele. Ngithi noma ngabe ubani onolwazi lwalabantu abangagunyaziwe ukusoka izingane zethu, abikele amaphoyisa ngokukhulu ukushesha kungaze kulahleke imiphefumulo.

Bese futhi ngibonga kakhulu kubantu beSilo nangendlela abaziphathe ngayo kulama holidi njengoba zingekho izigameko ezitheni ezimbi ezibe khona.
