The Directorate facilitates synergistic partnerships between municipalities and institution of traditional leadership. The Core functions of the Directorate are as follows:-

• Lobbying for municipalities and government departments to allocate functions to TC’s
• Managing conflict between traditional institutions and local government
• Monitoring the performance of allocated functions
• Assisting traditional councils in identifying community development needs and compilation of IDP’s
• Design and implement capacity building programmes in respect of synergistic partnerships
